(301) 734-5941 March 9, 2002 Dear Ms. Pacheco, I am requesting under the FOIA any and all records, correspondences, emails, studies, scientific data, scientific evidence, notes, meeting notes or anything that would pertain to this request. The request is being made of any APHIS personnel and/or any other Department of Agriculture personnel that had input in the decision establishing a policy restricting the interstate movement of Monarch butterflies (Danaus plexippus) across the Continental Divide and/or 100th Meridian. I am requesting information as stated above which will document how this policy originated as well as the information used as the basis for the establishment of the restriction. Prior to the research on this request, I am also requesting a clear written statement of this policy, as it has not been communicated clearly to those who it affects. There is currently some confusion as to whether this restriction pertains to the 100th Meridian or the Continental Divide. It is important that our Board of Directors receive this information as soon as possible in order to address future regulatory concerns.
