2003 Committees and Charges


Bylaws Committee 2003: 

Melanie McCarthy (Chair)

Peggy Hatcher, Velma Begley, Jon Timko

Charge:  Periodic review of bylaws to monitor effectiveness for IBBA.  When requested, provide intent of and/or interpretation of bylaws.  In addition, this committee will make recommendations and/or receive recommendations for amendments and/or revisions to the bylaws and propose subsequent changes for Board review and possible adoption by Members.

Education Committee 2003:

Cheri Filson (Chair)

Charge:  Develop and run internal and external educational programs relating to topics in the industry; establish a "resources" data bank which can be accessed by Members and/or non-Members of the IBBA, Inc.

Events Committee 2003: 

Kathleen Ziemer (Chair)

Linda Rogers, Melanie McCarthy.

Charge:  Select convention site, prepare and finalize educational programming; prepare budget and assume responsibility for all convention logistics.

Finance Committee 2003:  

Melanie McCarthy (Chair)

Doddie Drake, Kathleen Ziemer.

Charge:  As a Board level committee, be responsible for providing guidance and assistance to the Treasurer in all aspects of fiscal management of the IBBA, Inc. Oversees production and integration of committee and/or personnel budgets; assists with completion of requisite state and/or federal forms and returns.

Membership Committee 2003:

Martha and Tom Dulaney (Co-chairs)

Charge:  Welcome and provide orientation to new members.  Develop and implement recruitment campaign to expand membership.

Political Action Committee 2003: 

Linda Rogers (Chair)

Melanie McCarthy (Co-Chair), Richard Breen, Dale McClung, Nancy Hobart, Jon Timko, Kathleen Ziemer, Peggy Hatcher, Fran LeMasters, Phyllis Baker, Penny Wilson, Debbie Knipp, Rick Mikula.

Charge:  Strategize, plan and implement political action to protect and develop our industry.

Political Action Subcommittee 2003.
Public Relations and Publications:

Linda Rogers (Chair)

Paul Chesterfield, Jack Mikula.

Charge:  With guidance from the Political Action Committee, this group will be responsible for the planning and implementation of public relations campaigns, press releases and publication production.

2001/2002 Committees
Butterfly Gardening Committee: 

2001: Mary Fields (Chair), Laury Smith, Jay McRoberts, Cindy Hepp, Sheila Foster, Penny Wilson, Kay Tyre, Judi Coers

Charge: Research and provide Butterfly Gardening Resources, incorporating Butterfly Gardening expertise from various sources, compile and update gardening data, organize future Butterfly Gardening Seed Swaps at annual IBBA conventions and oversee the on-line Seed Swap Club for IBBA member usage.

Charge:  Utilizing policies already adopted, ongoing resolutions and guidance from the Board, Bylaws and Articles of Incorporation, DE corporate law, develop a Policy and Procedures Manual for the IBBA, Inc.

Charge: Within the framework of our existing Bylaws, Articles of Incorporation, DE corporate law, develop a conflict resolution policy for the IBBA, Inc.

Charge:  Within the framework of our existing Bylaws, Articles of Incorporation, DE corporate law, develop a conflict resolution policy for the IBBA, Inc.


Fundraising Committee

2001: Shari Gray (Chair), Liz Swanson, Kay Greathouse, Nichole Styles, Nancy Hobart, John Fields.


Charge:  Direct and oversee fundraising efforts for the IBBA.

International Members Committee

2001: Peggy Hatcher

Charge: The International Committee is charged to promote butterfly breeding and releases under the same charter and code of practice as the United States (its charter country). However it is recognised that each country has different butterfly laws, covering the capture of wild stock, breeding, release, business issues and import and export. The International Committee is an integral part of the IBBA and as such the committee will include one member of the IBBA Board of Directors. It's main aim will be to: 1) Identify these country specific issues. 2) Address the needs and concerns specific to the IBBA's members conducting business outside of the United States (its charter country). 3) Offer solutions to threats and support for opportunities. 4) Contribute to the success of the IBBA Worldwide

State Ag Contact

2001: Melanie McCarthy (Chair), Debbie Knipp, Leslie Lange, Kathy Reinertsen, Jon Timko, Susan James, Randy Minnehan.

Charge: Liaison between IBBA and State Ag Permit Contacts. Works under direction of the Political Action Committee.

Scientific Research Committee:

2002:Tom Dulaney (Chair)

Charge: Through research, compile and present data to support the work of the Political Action Committee; develop resource contacts.
